Preliminary Meeting Agenda

Land Use & Zoning

  • The applicants, 401 Commercial LP and 401 Hotel REIT LLC, propose to redevelop the current site of the Hotel Pennsylvania on Seventh Ave b/t 32nd & 33rd Sts, across from Penn Station, with a new commercial office building - a redevelopment project known as 15 Penn Plaza.  Hotel Pennsylvania would be demolished.  Two options are being proposed - a Single-Tenant Office Scenario and a Multi-Tenant Office Scenario.  As proposed, the single tenant scenario would be over 1,200 feet tall, making it the third tallest building in NYC.  The multi-tenant tower would be slightly smaller. 

The zoning actions required in order to construct the building are:

  • A subway improvement bonus which includes the construction of new entrances on 7th Avenue and the opening up of the passageway (the Gimbel's Tunnel) between the 7th and 6th Avenue lines
  • An up-zoning of the midblock between 7th & 6th Avenues (from a C6-4.5 to a C6-6)
