712-716 Fifth Avenue, application for (i) alterations to the façade and (ii) for a modification of the 74-711 special permit report
At the regularly scheduled monthly Community Board Five meeting on Thursday, March 14, 2024, the following resolution passed with a vote of 38 in favor; 2 opposed; 1 abstaining:
WHEREAS, 716 Fifth Avenue is a four-story building constructed in 1990 that is located between East 55th and East 56th street, next to 712 Fifth Avenue, designated as a New York City landmark on January 29, 1985, 714 Fifth Avenue, designated as a New York City landmark on January 29, 1985, and 718 Fifth Avenue; and
WHEREAS, In the Notice of Approval 85-0028, dated July 10, 1985, the Landmarks Preservation Commission indicated that “the design of the new building includes the replacement of 716 Fifth Avenue with a structure which succeeds in retaining the scale and massing of the two adjacent landmark buildings and which maintains a facade in the same plan [sic] along Fifth Avenue;” and
WHEREAS, In the Landmarks Preservation Commission report issued to the New York City Planning Commission in connection with Special Permit (C860200(A)ZSM), LPC 95-1588, MZR 85-0004, dated June 12, 1987 (the “74-711 Special Permit Report”), the Landmarks Preservation Commission indicated that “the designs for the storefronts and the design of 716 Fifth Avenue, which have also been refined, were found to further the perception of 712, 714 and 716 Fifth Avenue as separate, discrete structures;” and
WHEREAS, The operator of 716 Fifth Avenue (the “Applicant”) proposes alterations to the façade of 716 Fifth Avenue to resemble the façade of 718 Fifth Avenue using matching travertine with a circular stone pattern inlay, black metal, granite, and Sunbrella navy blue awnings; and
WHEREAS, The Applicant proposes adding a four-inch wide by two-inch deep stone reveal between the facades of 716 Fifth Avenue and 718 Fifth Avenue; and
WHEREAS, Such proposed alterations to the façade of 716 Fifth Avenue retain the scale and massing of the two adjacent landmark buildings, and maintain a façade in the same plane along Fifth Avenue and the perception of 712, 714, and 716 Fifth Avenue as separate, discrete structures; and
RESOLVED, that Community Board Five recommends approval of the application for the alterations to the façade of 716 Fifth Avenue, and the modifications to the 74-711 Special Permit Report to acknowledge that the proposed alterations to the façade of 716 Fifth Avenue retain the scale and massing of the two adjacent landmark buildings, and maintain a façade in the same plane along Fifth Avenue and the perception of 712, 714, and 716 Fifth Avenue as separate, discrete structures.
