Applications by inter-city bus operator Monroe Bus Lines Inc. for bus stops on 5th and 6th ave.
WHEREAS, Monroe Bus Lines, Inc. (“Applicant”) seeks approval from the Department of Transportation (“DOT”) of an Application to operate an intercity bus stop on 5th Avenue between West 46th and West 47th Streets, and
WHEREAS, The Applicant proposes 3 daily pick-ups on 5th Avenue between West 46th and West 47th Streets, Monday through Thursday at 2:05 p.m., 5:30 p.m., and 6:35 p.m. and 1 pick-up on Friday at 2:00 p.m.; and
WHEREAS, The Applicant proposes 4 daily drop-offs on 5th Avenue between West 46th and West 47th Streets, Monday through Thursday at 7:25 a.m., 8:25 a.m., 9:25 a.m., and 10:00 a.m. and 1 daily drop-off at 8:35 a.m.; and
WHEREAS, The Applicant also seeks approval from the Department of Transportation (“DOT”) of an Application to operate an intercity bus stop on 6th Avenue between West 46th and West 47th Streets, in front of 1180 6th Avenue; and
WHEREAS, The Applicant proposes 3 daily pick-ups on 6th Avenue between West 46th and West 47th Streets, Monday through Thursday at 2:10 p.m., 5:40 p.m., and 6:45 p.m. and 1 pick-up on Friday at 2:05 p.m.; and
WHEREAS, The Applicant proposes 4 daily drop-offs on 6th Avenue between West 46th and West 47th Streets, Monday through Thursday at 7:20 a.m., 8:20 a.m., 9:20 a.m., and 9:55 a.m. and 1 daily drop-off at 8:25 a.m.; and
WHEREAS, The current parking regulation is No Standing; and MTA currently uses the same locations for M1, M4, Q32 and BXM2; and
WHEREAS, Monroe Bus Lines, Inc. and MTA will share the same locations; and
WHEREAS, This is a restoration of pre-pandemic service routes and locations; and
WHEREAS, The service is from Monroe to New York City; and
WHEREAS, DOT inspected and approved the appropriateness of the locations; and
WHEREAS, Without regulation, a high concentration of intercity bus services developed in areas of midtown Manhattan, resulting in increased sidewalk congestion, traffic gridlock, and increased on-street bus parking and double parking, all of which combined to create safety concerns for drivers, pedestrians, local business owners, and residents; and
WHEREAS, The State Legislature adopted Vehicle and Traffic Law § 1642-a in 2013 to address these concerns, empowering DOT to create a permitting system; and
WHEREAS, This law authorizes the City to:
RESOLVED, Community Board Five recommends approval of Monroe Bus Lines, Inc. application for an intercity bus stop on 5th Avenue, between West 46th Street and West 47th Street; and Monroe Bus Lines, Inc. application for an intercity bus stop on 6th Avenue, between West 46th Street and West 47th Street; and be it further
RESOLVED, Community Board Five reiterates its stated position that when the Port Authority’s reconstruction of the Port Authority Bus Terminal is complete, which will include the construction of a new intercity bus terminal, all point-to-point intercity bus service must be taken off the sidewalks of midtown Manhattan and moved into the new intercity terminal.
