Application from Madison Square Park Conservancy for “Lucid Motors Electric Car Display,” a marketing event in Madison Square Park from July 22nd-27th, 2021
At the regularly scheduled monthly Community Board Five meeting on Thursday, July 08, 2021, the following resolution passed with a vote of 26 in favor; 0 opposed; 4 abstaining:
WHEREAS, The Madison Square Park Conservancy (“Applicant”) intends to submit a permit application to the Parks Department for “Lucid Motors Electric Car Display,” a marketing event to be held in the southwest gravel section of Madison Square Park; and
WHEREAS, Set-up would begin at 12:01 AM on July 22nd, with the event beginning at 3 PM on July 22nd and ending at 6 AM on July 26th, and with cleanup and dismantling of the event in all respects to be finished by 6 AM on July 27th; and
WHEREAS, The event is to consist of the display of an opaque display box measuring 21'x8'x9' containing a new model energy efficient automobile, which will be unveiled on July 26th to promote the new model; and
WHEREAS, Before the unveiling takes place, a QR code on the box would direct people via their mobile device to information about Lucid Motors’ electric cars; and
WHEREAS, The vehicle will not be driven or moved from the display case once installed, and there will be no noticeable signage or promotional material other than that of the structure itself; and
WHEREAS, The Applicant represents that there will be only minimal amplified sound in the form of two small audio speakers during the unveiling, no products or materials distributed, no food distributed, and every effort will be made to minimize the impact on the use of the park by the general public while this event is ongoing, including necessary and proper notice and permission to the general public for the use of any digital images taken or used by exhibitor of the general public for commercial purposes during the time of the event; and
WHEREAS, The Applicant has indicated that in return for the private use of public space for this event, a substantial contribution to the Park will be made, which is consistent with past practice and necessary for the funding of the Park per its contractual agreement with the Parks Department, that allows for four annual marketing events, of which this is one; and
WHEREAS, All operational aspects of the event, including sanitation and potential queueing, have been planned for in a satisfactory manner; and
WHEREAS, Community Board Five believes that the nature and conduct of the event as proposed is satisfactory and consistent with its past approvals for marketing events in Madison Square Park; therefore, be it
RESOLVED, Community Board Five recommends approval of the application from Madison Square Park Conservancy for “Lucid Motors Electric Car Display,” a marketing event in Madison Square Park from July 22nd-27th, 2021.
