Newsstand application # 3002-2019-ANWS; NWC of Broadway and East 20th Street
NWC of Broadway and East 20th Street; and
WHEREAS, The proposed newsstand would be located in a heavily congested area and create numerous obstructions; and
WHEREAS, The proposed newsstand would create an unnecessary burden on pedestrian flow; and
WHEREAS, Community Board Five received written testimony from representatives of the adjacent building (907 Broadway) noting strenuous objection to the application, citing potential interference with the entrance to the building, inadequate clearance between the proposed newsstand and the building for proper pedestrian flow and interference with the aesthetic character of the property’s façade which is a historic building within the Ladies’ Mile Historic District and is identified in the Landmark Designation Report as the Warren Building; and
WHEREAS, Community Board Five rejected a proposed newsstand application at this same location in 2014; and
WHEREAS, It is the policy of Community Board Five that any proposed newsstand application for a location that was rejected within the last five years should be automatically denied; and
WHEREAS, Zoning laws prohibit the construction of a newsstand in this location as the proposed location is directly in front of 655 Fifth Avenue, which has more than three levels of retail activity; and
RESOLVED, Community Board Five recommends denial of the application to install a
newsstand at the NWC of Broadway and East 20th Street; and be it further
RESOLVED, Recognizing that the cost of applying for a newsstand is very high for small
business owners and operators, Community Board Five continues to request that DCA refund the
fee for any application that was deny.
