Application by the Fashion Institute of Technology for a street closure permit to hold a Special Event on 27th Street between 7th and 8th Avenues on Monday, August 21, 2017 from 7:00am to 8:00pm
WHEREAS, The Applicant, the Fashion Institute of Technology (FIT), seeks a permit to hold a Special Event as part of its New Student Orientation for the second year in a row on its campus on Monday, August 21, 2017; and
WHEREAS, The FIT campus extends from West 26th Street to West 28th Street, between 7th and 8th Avenues; and
WHEREAS, The proposed event will mirror the previous year's event; and
WHEREAS, Setup will begin at 7am, and breakdown will last from 4:30pm-8:00pm; and
WHEREAS, The bulk of event activities will occur close to the school residence halls and administrative buildings on 27th Street in order to accommodate the entire incoming class of approximately 2000 students,; and
WHEREAS, The Applicant proposes to staff the event with FIT employees; and
WHEREAS, The Applicant stipulates that no generators will be used near the private residences that border the FIT campus; and
WHEREAS, The Applicant stipulates that there will be no live music and that any and all amplified sound will be restricted to the middle of the block and held to a reasonable decibel level, so as not to disturb neighboring residences; and
WHEREAS, The Applicant's Dining Services will prepare all food inside the FIT dining hall and then distribute it to the event participants, insuring that no cooking will occur outside; and
WHEREAS, The event will consist of NYC themed food served at various stations and picnic tables spaced out on 27th Street closer to 8th Avenue; and
WHEREAS, The event activities will include stitching, a Body Marbling demonstration, a photo booth, a FIT Museum Pop-Up, a Citi-Bike demonstration, a Common Read Book Signing, and an FIT Step and Repeat photo backdrop; and
WHEREAS, The proposed event will not include any inflatable rides, rock-walls, or large-scale activities; and
WHEREAS, The Applicant requests a street closure of West 27th Street between 7th and 8th Avenues on Monday August 21, 2017 from 7:00am to 8:00pm to allow adequate time to set up and break-down the event; and
WHEREAS, No members of the public objected to the proposed street closure; and
WHEREAS, The proposed event will closely match the previous year's event in terms of size, scope, and footprint; and
WHEREAS, No members of the public raised any concerns regarding the previous year's event; and
WHEREAS, The proposed event would not be open to the public and therefore is classified officially as a Special Event rather than a Block Party; and
WHEREAS, This closed event would not violate Community Board Five's existing moratorium on new street fairs; therefore be it
RESOLVED, Community Board Five recommends approval of FIT's application for a permit to hold a Special Event on 27th Street between 7th and 8th Avenues on Monday, August 21, 2017, 7:00am-8:00pm.
