Application by Reliance Group NY for a new passenger pickup location at 330 Madison Avenue and East 42nd Street at 5:45pm, Monday – Friday.
WHEREAS, Reliance Group NY has applied for a new passenger pickup location at 330 Madison Avenue and East 42nd Street at 5:45pm, Monday – Friday; and
WHEREAS, The Port Authority Bus Terminal currently operates beyond capacity and cannot support the current bus rider demand; and
WHEREAS, In recent years Community Board Five has been inundated with a large number of applications for the curbside pickup and drop off of passengers within its District; and
WHEREAS, When possible, CB5 wishes to cooperate with applicants who serve a growing need for passengers traveling into and out of Manhattan; and
WHEREAS, CB5 endeavors to minimize the impact of the curbside passenger pickup and drop off activity of intercity buses in the District by limiting such activities to appropriate locations; and
WHEREAS, The Applicant, Reliance Group NY, operates commuter buses between New York and New Jersey; and
WHEREAS, The Applicant has been contracted by OurBus, a new bus brokerage company, to operate a bus route to and from Kendall Park, New Jersey, making a series of eight stops within Community Board Five; and
WHEREAS, This particular Application is for one passenger pickup on Madison Avenue and 42nd Street each weekday at 5:45pm; and
WHEREAS, The proposed location is a particularly busy street in midtown Manhattan; and
WHEREAS, New York City Transit currently use this location for a total of 150 pickups and drop offs each weekday; and
WHEREAS, The Applicant's buses hold a maximum of 55 passengers; and
WHEREAS, The Applicant's proposed addition of one more drop off at that location will create a daily queue of people on a sidewalk that is already overcrowded during the evening rush; and
WHEREAS, The Applicant's proposal would result in further traffic congestion in an area already overburdened by heavy vehicular traffic; therefore be it
RESOLVED, Community Board Five recommends denial of Reliance Group NY application for a new passenger pickup location at 330 Madison Avenue and East 42nd Street at 5:45pm, Monday – Friday; and further be it
RESOLVED, Community Board Five calls on DOT to engage the Manhattan community boards and the intercity bus operating companies in a master planning process for the siting of on-street intercity bus stops, with consideration given to possible locations beyond the west midtown area where nearly all of these buses currently operate.
