Application for report from LPC regarding 8-16 West 30th Street and 11-15 West 29th Street & Marble Collegiate Church and Gilsey House
Re: Application pursuant to Art. 74-711 of the Zoning Resolution for a report from the Landmarks Preservation Commission stating that proposed developments, at 8-16 West 30th Street and at 11-15 West 29th Street relate harmoniously to the subject landmark buildings Marble Collegiate Church and Gilsey House:
WHEREAS, 8-16 West 30th Street is a proposed 64-story, 800 feet tall tower, and 11-15 West 29th Street are two proposed 5-story buildings on a block bound by Fifth Avenue and Broadway, and West 29th Street and West 30th Street; and
WHEREAS, Marble Collegiate Church located at 1 West 29th St isa marble façade structure built in 1851 and landmarked in 1967, and Gilsey House located at 1200 Broadway is a cast-iron façade structure built in 1869 and landmarked in 1979; and
WHEREAS, The applicants -Marble Collegiate Church, Gilsey House, Inc and HFZ KIK 30th Street Owner LLC -are seeking modifications for use, height, setback, rear yard and bulk requirements pursuant to Zoning Resolution 74-711; and
WHEREAS, Pursuant to ZR 74-711 the proposed buildings must display a harmonious relationship with Marble Collegiate Church and Gilsey House in streetscape, scale, massing, fenestration and materials; and
WHEREAS, The proposed plan brings forth community spaces such as a planted public open space; and
WHEREAS, The limestone façade of the base and glass shaft of the proposed tower at 8-16 W 30th St are not harmonious with the church; and
WHEREAS, The height of the proposed tower (64 stories) is not to scale with the landmarks nor is it harmonious with the neighborhood character; and
WHEREAS, The proposed two 5-story buildings at 11-15 W 29th St should preserve the restored facades of these original buildings; and
WHEREAS, The proposed tower and lower buildings do not defer to, or complement, Marble Collegiate Church or Gilsey House; therefore be it
RESOLVED, Community Board Five recommends denial of this application by Marble Collegiate Church, Gilsey House, Inc and HFZ KIK 30th Street Owner LLC due to the lack of a harmonious relationship between the proposed buildings and existing landmarks.
