Application from Madison Square Park Conservancy for “Singapore Inside Out,” a cultural event in Madison Square Park on Wednesday September 23rd through Saturday, September 27th, 2015.
WHEREAS, The Madison Square Park Conservancy ("Applicant") has submitted an application to hold a Singapore cultural event in the southern gravel areas of Madison Square Park from Wednesday, September 23rd through Saturday, September 27th, 2015; and
WHEREAS, The Event is sponsored solely by the Singapore Tourism Board, and will consist of contemporary multi-disciplinary presentations to profile Singapore as a creative city and celebrate the country's 50th anniversary of independence; and
WHEREAS, This event has occurred in 2015 in Beijing, China and London, England; after appearing in New York City, it will return to Singapore, and will showcase Singaporean talent across creative sectors such as Art, Design, Film, TV, and Music; and
WHEREAS, A combination of structures and event spaces with a footprint totaling approx. 10,000 square feet at varying heights, up to 22 feet tall, will be restricted entirely to the southern gravel areas of Madison Square Park, with no other pathways or public spaces affected; and
WHEREAS, The event will commence setup on Saturday, September 19th at 10am and will complete breakdown no later than Tuesday, September 29th; and
WHEREAS, The event will implement a minimum sanitation and security plan which will be managed by the Conservancy, with over twenty staff to work the event daily; and
WHEREAS, The event will use amplified sound for small instruments and microphones for featured vocalists, but there will be no use of any subwoofers; and
WHEREAS, Although Community Board Five has concerns that this event and its build-out coincide with Fata Morgana, a large art installation which is currently on display in the Park, the footprint of the event is limited and there will be limited impact on daily park use; and
WHEREAS, Community Board Five also notes that this event falls under one of the four allotted marketing events that are allowed in the Park under Madison Square Park Conservancy's contract with the City, and as such, the sponsor's donation will contribute a large portion towards the operating budget of the Park; therefore, be it
RESOLVED, Community Board Five recommends approval of the application from Madison Square Park Conservancy for "Singapore Inside Out," a cultural event in Madison Square Park on Wednesday September 23rd until Saturday, September 27th, 2015.
