Universal Pre-Kindergarten and Expanded After School Access
At the regularly scheduled monthly meeting of Community Board Five on Thursday, March 13, 2014, the Board passed the following resolution by a vote of 27 in favor; 8 opposed; 1 abstaining:
WHEREAS, Community Board Five included the full funding and maintenance of Pre-Kindergarten classes as our third highest priority in the FY 2015 Expense Request & Service Programs, approved on November 14, 2013; and
WHEREAS, Community Board Five covers one of New York's largest business districts and an emerging tech hub where human capital is essential for future growth; and
WHEREAS, Pre-Kindergarten and after school have demonstrable positive impacts in creating ladders of opportunity; and
WHEREAS, The achievement gap not only has costs for those with limited mobility, but also costs society as a whole in terms of lost productivity and higher social sector spending per capita than would otherwise be the case; and
WHEREAS, We believe the City of New York should be empowered to make determinations for education spending and youth development in a manner its elected officials deem appropriate; therefore be it
RESOLVED, Community Board Five supports the goal of achieving quality universal pre-kindergarten and expanded after school for middle school students and urges the State of New York to enable the City of New York to make determinations for education and youth development initiatives that its elected officials deem appropriate.
