250 Park Avenue South, Thessabul, LLC D/B/A Barbounia (Park Avenue South and East 20th Street), application for a new unenclosed sidewalk cafe.
At the regularly scheduled monthly meeting of Community Board Five on Thursday, April 10, 2014, the Board passed the following resolution by a vote of 29 in favor; 3 opposed; 1 abstaining.
WHEREAS, Thessabul, LLC has submitted an application seeking permission to install and operate an unenclosed sidewalk café outside of Barbounia, at 250 Park Avenue South; and
WHEREAS, The café will include the entire length of the restaurant on both Park Avenue South and East 20th Streets; and
WHEREAS, The proposed unenclosed sidewalk café would have eighteen (18) tables of approximately 20" diameters and seating for thirty-six (36) patrons; and
WHEREAS, The proposed unenclosed sidewalk café would be installed a minimum of 9 feet east of the curb, and would allow a minimum of 9'-0" of unobstructed pedestrian sidewalk passage on both Park Avenue South and East 20th Street; and
WHEREAS, Barbounia is located in a mixed commercial and residential neighborhood and the owner has agreed to take the residents into account in setting hours; and
WHEREAS, Barbounia is open for business from 10:00 am until 12:00 pm daily, and the proposed unenclosed sidewalk café open for business no earlier than 10:30 am daily, and close completely no later than 11:00 pm on Sundays through Thursdays, and no later than 12:00 am on Fridays; and
WHEREAS, While Community Board Five recognizes that, although the Thessabul application meets the guidelines set for sidewalk cafes, the policy of this Board is that the Park Avenue South corridor between 14th Street and 23rd Street is an inappropriate location for sidewalk cafes; therefore be it
RESOLVED, Community Board Five recommends denial of Thessabul LLC's application seeking permission to install and operate an unenclosed sidewalk café on Park Avenue South at the corner of East 20th Street.
