Application from JCPenney for “JCP Jingle Mingle Live” in Greeley Square Park on Thursday, December 19th from 6:30 PM to 7:30 PM
At the regularly scheduled monthly meeting of Community Board Five on Thursday, November 14, 2013, the following resolution passed with a unanimous vote of 39 in favor; 0 opposed; 1 abstaining:
WHEREAS, David Stark Design on behalf of JCPenney ("Applicant") has submitted an application to hold "JCP Jingle Mingle Live," a free holiday choral concert, "to be a good neighbor and give back to the surrounding community," on Thursday, December 19th from 6:30 PM to 7:30 PM; and
WHEREAS, The event would consist of a 32' x 24' raised stage in Greeley Square to accommodate twenty members of The USO Choir, and a video projection and light show to be projected onto the Manhattan Mall; with a production trailer located on the day of the event only on 33rd Street at Broadway; and
WHEREAS, Set-up would begin the morning of December 17th, with breakdown completed during the overnight hours of December 19th; and
WHEREAS, Signage will be limited to the frontage of the staging area, forming the shape of a proscenium, with no branding or advertising whatsoever in the video projections; and
WHEREAS, The event will be free-of-charge and open to the public; and
WHEREAS, Amplified sound and microphone use will be limited to reach the assembled audience in Greeley Square Park for the duration of the choral performance only; and
WHEREAS, Applicant has agreed to provide outside sanitation company during the event, and will provide recycling bins for applicable refuse in response to the Committee's request; and
WHEREAS, Applicant is proposing an event which, while commercial in sponsorship, has minimal impact otherwise and an entertainment benefit for the public during the holiday season; and
WHEREAS, Due to Applicant's coming before Community Board Five several weeks in advance of the event, certain layout details have yet to be finalized; however Applicant submitted multiple versions of possible layout plans and will remain in communication as planning continues; therefore, be it
RESOLVED, Community Board Five recommends denial of the application from JCPenney for "JCP Jingle Mingle Live" in Greeley Square Park on Thursday, December 19th from 6:30PM- 7:30 PM, unless Applicant submits final event layout plans in advance of the event.
