Application from The Michael Alan Group to hold “Olay Times Square Photo Booth,” a special event in Father Duffy Square on Saturday and Sunday, May 11th and 12th, and Saturday and Sunday, May 18th and 19th, from 7:00 a.m. to 10:00 p.m. daily
At the regularly scheduled monthly meeting of Community Board Five on Thursday, April 11, 2013, the following resolution passed with a vote of 39 in favor; 2 opposed; 1 abstaining:
WHEREAS, The Michael Alan Group ("Applicant") has submitted an application to hold "Olay Times Square Photo Booth," a promotional event to launch a new product in the Olay skin care line, in Father Duffy Square on Saturday and Sunday, May 11th and 12th, and Saturday and Sunday, May 18th and 19th, from 7:00 a.m. to 10:00 p.m. daily; and
WHEREAS, The event will take place in the south section of Father Duffy Square and will include the installation of a 24' box truck, three make-up stations, flat-panel LED screens, product booths, and digital boards, as well as two truss towers less than ten feet high, speakers, and lighting; and
WHEREAS, Members of the public will be able to sign up online to come to the event and have makeup applied by professional makeup artists, with before-and-after pictures to be taken and displayed on digital screens; and
WHEREAS, Amplified sound within the event space would consist of background music and announcements on an intermittent schedule, while amplified sound on the exterior of the box truck would consist of a dedicated loop of branded content; and
WHEREAS, The adjacent pedestrian plaza is being reserved for use only if the line for entrance to the truck exceeds 40 people; and
WHEREAS, A representative of a neighborhood block association attended CB5's Parks Committee meeting to voice opposition to the application, citing concerns about the congestion of this public space with a commercial event, especially in light of concurrent construction taking place nearby on 7th Avenue between 46th and 47th Streets; and
WHEREAS, Although the footprint of the event is relatively contained, there is no educational or other public benefit from this event, and its duration over the course of four full weekend days at the height of the spring season is a serious concern; therefore, be it
RESOLVED, Community Board Five recommends denial of the application from The Michael Alan Group to hold "Olay Times Square Photo Booth," a special event in Father Duffy Square on Saturday and Sunday, May 11th and 12th, and Saturday and Sunday, May 18th and 19th, from 7:00 a.m. to 10:00 p.m. daily.
