Application from HangarFour for the “L’OR National Coffee Day Activation, an inflatable oversized coffee bean installation, in Bryant Park at the Fountain Terrace on September 29, 2023.

At the regularly scheduled monthly Community Board Five meeting on Thursday, September 14, 2023, the following resolution passed with a vote of 35 in favor; 0 opposed; 1 abstaining:

WHEREAS, HangarFour (the "Applicant"), has submitted a permit application to the Parks Department on behalf of its client L’OR Coffee (the “Client”), to have a marketing activation at the Fountain Terrace at Bryant Park on September 29, 2023 (the “Event”); and 

WHEREAS, The Event will take place between the hours of 8am and 5pm, with set-up beginning at 4am and breakdown completed by 10pm of the same day; and  

WHEREAS, The Event will consist of an inflatable oversized gold coffee bean installation at the Fountain Terrace in Bryant Park; and 

WHEREAS, The inflatable will be a nylon oxford cloth with a polyester cover, which the Applicant believes to be of a high quality, and will take approximately 5-10 minutes to inflate; and  

WHEREAS, Event participants will be able to engage and experience a new coffee brand at the L’OR Porch at Bryant Park; and 

WHEREAS, The L’OR National Coffee Day Activation is a new event based on similar experiences with previous HangarFour L’OR activations in Bryant Park; and 

WHEREAS, There will be no amplified sound during the Event; and 

WHEREAS, There are no participation fees associated with the Event; and  

WHEREAS, There will be minimal signage with QR codes directing patrons to www.lorcoffee.com, for product information as well enter a chance to win a grand prize; and  

WHEREAS, Cleaning will be done at regular intervals throughout the day with disinfection will be done; and 

WHEREAS, The Event will have a sanitation team to clean all respective areas also ensuring the removal of coffee capsules and and cup will be collected trash and recycling bins; and  

WHEREAS, The Event has an expected attendance of 500 people as the Event is tailored to attract passersby; and 

WHEREAS, There will be no social media aspect of the Event and photographs will be limited to the actual structure; and  

WHEREAS, Byant Park will relocate public seating to nearby areas in close proximity resulting in no net loss of seating for park goers; and 

WHEREAS, All operational aspects of the Event, including sanitation and potential queueing, have been planned for in a satisfactory manner; and 

WHEREAS, Community Board Five believes that the majority of Event elements are not objectionable in exchange for the contribution being made to the Park; therefore, be it 

WHEREAS, Bryant Park has agreed to explore whether future partners can use generators and other tools that are not powered by fossil fuels and hence less impactful on the environment; and 

RESOLVED, Community Board Five recommends approval of the application from Hangarfour for the “L’OR National Coffee Day Activation in Bryant Park at the Fountain Terrace on September 29, 2023.
