236 5th Avenue (between W. 26th and W. 27th Streets), New York, NY 10001, consideration for a certificate of appropriateness for an exterior billboard (a.k.a. wall mural)

WHEREAS, 236 5th Avenue is located within the boundaries of the Madison Square North Historic District and the property owners, the Kaufman Organization, are seeking a certificate of appropriateness from LPC for an exterior billboard; and

WHEREAS, The proposed billboard is to remain in place indefinitely; and

WHEREAS, The location of the proposed billboard is prominent and visible from Fifth Avenue, an exceptional visual corridor as well as a prominent historic corridor; and

WHEREAS, The billboard would be highly visible and obtrusive to the sightlines of the Empire State Building, an individual landmark designated by LPC; and

WHEREAS, While the proposed billboard, created by the artist Tristan Eaton, takes inspiration from NoMad period themes and references from the late 1800s, the billboard design and color pallet are modern and contemporary, misaligning it with the historic aesthetic of the Madison Square North Historic District; therefore be it

RESOLVED, Community Board Five recommends denial of the application for a certificate of appropriateness for a billboard on the exterior of 236 5th Avenue.
