Application by the Young Adult Institute for a loading and unloading zone on the southeast corner of East 40th Street and Madison Avenue

WHEREAS, The Young Adult Institute requests the creation of a new Loading Zone on the southeast corner of East 40th Street and Madison Avenue; and

WHEREAS, The Applicant, located at 290 Madison Avenue is a non-profit organization that supports people of all ages with intellectual and developmental disabilities in achieving the fullest life possible; and

WHEREAS, The Applicant currently serves 61 special needs individuals, 59 of whom regularly employ the use of private buses for pickups and drop offs; and

WHEREAS, The private buses regularly accrue parking tickets, despite the drivers' best efforts to comply with traffic regulations; and

WHEREAS, Currently, the proposed location is marked as a "No Standing Zone"; and

WHEREAS, The Applicant proposes the designation of "Loading Zone" only from 8:00 – 9:30 AM and from 1:45 – 3:00 PM on weekdays, allowing for the space to remain a "No Standing Zone" during all other times; and

WHEREAS, The Applicant seeks to work with the New York City Department of Transportation to determine the appropriate size of the new Loading Zone; and

WHEREAS, There was no opposition to the Application; therefore be it

RESOLVED, Community Board Five recommends approval of The Young Adult Institute's Application for the creation of a new Loading Zone on the southeast corner of East 40th Street and Madison Avenue.
