Application from Madison Square Park Conservancy for “Madison Square Park Walking Tours: Huffington Post Sponsor Activation,” a commercial event in Madison Square Park on Sunday, June 19, 2016.

WHEREAS, The Madison Square Park Conservancy ("Applicant") has submitted a permit application to hold "Madison Square Park Walking Tours: Huffington Post Sponsor Activation," a commercial event in Madison Square Park to allow park patrons to record and live-broadcast conversations relating to various walking tours of Madison Square Park (the "Park"); and

WHEREAS, The Huffington Post is sponsoring a new walking tours program for the Park; and

WHEREAS, Event would consist of the display of a 10'0" x 10'0" booth of the Huffington Post which will include promotion of the walking tours program as well as the Huffington Post's #TalkToMe campaign; and

WHEREAS, Applicant did not submit required event proposal information and associated documentation in a timely manner; and

WHEREAS, Due of the failure by the Applicant to submit documentation in a timely manner, Community Board Five and the public in general was denied the opportunity to learn about this event, ask relevant questions, and provide input, resulting in the Committee's automatic denial pursuant to Community Board Five policy; therefore, be it

RESOLVED, Community Board Five recommends denial of the application from Madison Square Park Conservancy for "Madison Square Park Walking Tours: Huffington Post Sponsor Activation," a commercial event in Madison Square Park on Sunday, June 19, 2016; and be it further

RESOLVED, Community Board Five urges the New York City Parks Department to revise its rules to extend the 21-day minimum required for public notice of the commercial use of public space, to at least 30 days, to allow for proper public review.
