Request for a Hotel Loading Zone in front of the 28th Street entrance of the Ritz-Carlton Nomad Hotel at 25 West 28th Street.

At the regularly scheduled monthly Community Board Five meeting on Thursday, July 14, 2022, the following resolution passed with a vote of 34 in favor; 0 opposed; 1 abstaining:

WHEREAS, The Ritz-Carlton Nomad Hotel ( “Applicant”) located at 25 West 28th Street, a 250-room hotel with 16 residential units, 4 restaurants, and 1 spa, on the Northwest corner of Broadway and 28th Street, has requested a hotel loading zone to serve their customers and residents; and

WHEREAS, Such loading zones are standard at the main entrance to larger hotels in New York City, and the New York City Department of Transportation (“DOT”) regularly creates such zones in front of hotels larger than 100 rooms, but the hotel shares a lobby with residents, and DOT has therefore required this applicant to come before the Community Board to hear any objections to a loading zone before such a permit is issued; and

WHEREAS, The owner of the hotel has complied with this requirement, and in addition has requested an extension of the loading zone on West 28th Street measuring the length of the property, and has additionally requested a loading zone at the building entrance and loading dock located at 1185 Broadway; and

WHEREAS, DOT has determined that a two-car-length loading zone designated “No Standing Hotel Loading Zone” on West 28th Street will serve the needs of hotel guests, retail guests, and residential tenants; and

WHEREAS, DOT noted that the additional loading zone request for Broadway immediately adjacent to the hotel’s Broadway entrance would obstruct traffic and thus recommends against it; and

WHEREAS, The Community Board Five Transportation and Environment Committee meeting at which this application was discussed, no opposition to the proposed DOT recommendation was given; and

WHEREAS, Community Board Five believes that a sign indicating DOT’s “No Standing Hotel Loading Zone,” in addition to the diligent management of the zone promised by the hotel’s management, will effectively mitigate double-parking and assist in proper management of the loading zone space; therefore, be it

RESOLVED, Community Board Five recommends approval of the hotel loading zone recommended by DOT for the Ritz-Carlton Nomad Hotel at 25 West 28th Street.
