11 West 18th Street Window replacement master plan for the front facade in Ladies Mile Historic District

WHEREAS, 11 West 18th Street is an early 20th century commercial-style building, converted to residential, built in 1849, located in the Ladies' Mile Historic District; and

WHEREAS, A cooperative owns floors 1 through 4 of the building; and

WHEREAS, The Applicant desires to replace the original window configuration of the South-facing windows on floors 1 through 4 of the building – which includes three picture-frame windows per floor and two end transom windows over pivot glass panels with one central plate glass window – because, among other reasons, the original configuration would not allow for proper ventilation for the residences on those floors; and

WHEREAS, There is an active violation against the building for illegal replacement of historic windows to non-historic material, operation, and configuration in other units in the Building as noted in a Community Board Five resolution from March 2008; and

WHEREAS, To cure such violation, the Applicant has presented a Master Plan for the window replacement program, pursuant to which the replacement windows will be aluminum-clad wood windows painted a dark color to match the existing windows and the other exterior windows of the building, and configured as three tilt and turn picture-frame windows surrounded by smaller picture-frame windows with fixed transom window above to match the pattern of the original configuration; and

WHEREAS, The replicated windows included in the Master Plan are similar to those approved by Landmarks Preservation Commission (LPC) for Apartment 3W of the building; therefore be it

RESOLVED, Community Board Five recommends approval of the request by the applicant of the Master Plan for front façade windows, subject to the modification to the frames of the three center windows so they appear more similar to the original single plate glass window, as discussed and agreed at the Community Board Five Landmarks Committee meeting held on February 27, 2018.
