Application from 425 Park Owner, LLC for the revocable consent from DOT to construct, maintain, and use a sidewalk snow melting system in front of 425 Park Avenue

WHEREAS, The Applicant seeks approval for the revocable consent to construct, maintain, and use a snow melting system in front of 425 Park Avenue; and

WHEREAS, The materials of the snowmelt system match those successfully used for other large-scale sidewalk snow melting systems for commercial buildings in the city; and

WHEREAS, The system is activated by a control panel that utilizes sensors to ascertain the existence of precipitation; and

WHEREAS, The proposed system is a radiant heat system, consisting of heating tubes and metal mesh embedded within the concrete sidewalk slabs; and

WHEREAS, The system relies on flowing water dedicated to the purpose of activating the snow melt system; and

WHEREAS, The property owners will ensure that the system functions properly; and,

WHEREAS, The estimated cost of the necessary removal and restoration work is approximately $20,000.00, which will be paid for by the Applicant; and

WHEREAS, The installation is expected to take place during the Summer of 2018 over a 2-3 week period; and

WHEREAS, The Applicant recognizes that the removal of snow will remain the responsibility of the building at all times, even in the event the system fails to operate correctly; and

WHEREAS, The successful use of the system, when properly administered by the responsible entity, eliminates the unsafe conditions of ice and snow on the sidewalks in which it is in use and substantially reduces the use of environmentally harmful chemicals and salts; therefore, be it

RESOLVED, Community Board Five recommends approval of the Application from 425 Park Owner, LLC for the revocable consent from DOT to construct, maintain, and use a sidewalk snow melting system in front of 425 Park Avenue.
