250 5th Avenue, amendments to application to install and replace all existing windows with double-glaze casement windows.

WHEREAS, 250 5th Avenue is an L-shaped corner building wrapping from 5th Avenue around to 28th Street that falls within the Madison Square North Historic District; and

WHEREAS, 250 5thAvenue was constructed in 1907 for the Second National Bank and designed by McKim, Mead and White and was designated as a landmark in the Madison Square Historic District in 2010; and

WHEREAS, The Applicant intends to install double glaze casement windows that are similar in appearance to the windows that existed in renderings of the building from 1908; and

WHEREAS, The proposed amendments to the previous application filed by Cosmic Realty Partners LLC and approved by LPC in July of 2016, will replace non-historic existing windows, using wood casement; and

WHEREAS, The Applicant has applied for this amendment to reduce high noise levels within the building and proposed hotel suites due to its location on the corner of 5th Avenue and 28th Street; and

WHEREAS, The Applicant has stated that replacing the windows with the original double hung mechanisms cannot be done to bring noise levels to an acceptable standard; and

WHEREAS, The current existing windows are a mix of different kinds of aluminum double hung windows, with only one original window existing in the Building; and

WHEREAS, CB5 is generally wary of approving the installation of windows that do not adhere to the same opening mechanisms as the original; and

WHEREAS, The glazing and frame size will be identical to the double hung windows; and

WHEREAS, The difference between the double hung and casement will be indistinguishable; and

WHEREAS, CB5 is appreciative of the Applicant's plan to restore and maintain the historic features of the Building and to use original and noble materials when possible; therefore be it

RESOLVED, Community Board Five recommends approval of the application by Cosmic Realty Partners LLC at 250 5th Avenue to amend their previously approved application to replace all existing windows of the Building with double glaze casement windows.
