Application from Madison Square Park Conservancy to hold “DiLusso Italian Village,” a special event to promote food items for DiLusso, in the south gravel area of Madison Square Park on October 22, 2016

WHEREAS, The Madison Square Park Conservancy (the "Applicant") has submitted an application for a permit for a commercial event for DiLusso to promote food items in Madison Square Park (the "Park") on Saturday, October 22, 2016 (the "Event"); and

WHEREAS, The Event will consist of a twenty foot by thirty foot VIP and media lounge, with a tent carrying the logo of DiLusso, a five foot by nine foot sculpture stand, an eight foot by fifteen stage for a world-record event, a bocce ball court with backdrop, a small tent with a Vespa for a photo opportunity, and several small café tables and chairs; and

WHEREAS, The Event will last from 12:00PM until 6:00PM, with setup to begin with tent builds starting at 4PM on October 21, 2016, and continue after midnight on October 22, with breakdown to be completed by 11:59PM on October 22; and

WHEREAS, The Event intends to transform the area into a quaint Italian village, including roaming unamplified musicians, particularly accordionists and guitarists, décor, and food; and

WHEREAS, The Event intends to distribute bite-sized panini and gelato to visiting members of the public; and

WHEREAS, The Applicant intends to apply for a catering license, as wine and hard liquor will be served from 12-3PM at the VIP and media lounge; and

WHEREAS, The Event is free and open to the public from 3-6PM; and

WHEREAS, The Applicant intends to have 11 brand ambassadors to function as hosts, three cleanup crew, and further security to operate the event; and

WHEREAS, The Event intends to feature an attempt to set the Guinness World Record for tallest stacked sandwich, which will feature visiting members of the public placing alternating meats, cheeses, and vegetables on a sandwich and measured by a representative from Guinness World Records to authenticate, and will also feature amplified sound with a microphone and two twenty inch speakers but no subwoofers; and

WHEREAS, The Event intends to feature the construction of a sandwich statue of approximately nine feet in height and nine feet in length, made of vinyl fabrics; and

WHEREAS, The Event will feature a bocce court for visiting members of the public to play bocce and feature a social media photo booth, and the Applicant has given guarantees that signage for the event will not feature imaging licensing waivers and written waivers will be available for visiting members of the public whose image is captured for commercial purposes; and

WHEREAS, Community Board Five believes that the logos present on signage is overly extensive, large, and unnecessary, particularly on the tents themselves, but acknowledges that the commercial nature of the Event and the pre-built structures of the Event prevent the removal of the logos; and

WHEREAS, As Applicant receives no funding from the City to manage the Park, Applicant has an existing contract with the Parks Department to provide up to four marketing events annually to generate revenue for the Park, and this event application is deemed as one such event; and

WHEREAS, Despite the application being commercial in nature, the proposed event will include no signage in the Park other than the gravel area, will not impact pathways or navigation through the Park, does not utilize a subwoofer, and offers activities that are enjoyable for children and other members of the public; therefore, be it

RESOLVED, Community Board Five recommends approval for the application from Madison Square Park Conservancy to hold "DiLusso Italian Village," a special event to promote food items for DiLusso, in the south gravel area of Madison Square Park on October 22, 2016.
