Application by the Fashion Institute of Technology for a permit to hold a Special Event on campus on Monday, August 22, 2016 from 7:00am to 8:30pm.

WHEREAS, The Applicant, the Fashion Institute of Technology (FIT), seeks a permit to hold a Special Event on its campus on Monday, August 22, 2016; and

WHEREAS, The FIT campus extends from West 26th Street to West 28th Street, between and 7th and 8th Avenues; and

WHEREAS, West 27th Street between 7th and 8th Avenues is closed to vehicular traffic on weekdays between 7:00am and 7:00pm; and

WHEREAS, The Applicant proposes to hold for the first time an outdoor Orientation Event to welcome and celebrate the incoming class and to introduce new students to various school services and campus resources by hosting classic carnival games such as "wack-a-mole," "ring toss," "tic-tac-toe," etc., staffed by FIT employees; and

WHEREAS, The proposed event would take place in part on the eastern portion of 27th Street, close to the school residence halls and administrative buildings; and

WHEREAS, The Applicant promises no generators will be used near private residences that border the FIT campus; and

WHEREAS, The Applicant promises that there will be no live music and that all amplified sound will be restricted to the middle of the block, held to a reasonable decibel level, and terminated by 5:00pm, so as not to disturb neighboring residences; and

WHEREAS, The Applicant's Dining Services will prepare all food inside the FIT dining hall and then distribute it to the event participants, insuring that no cooking will occur outside and no food vendors will be present; and

WHEREAS, The proposed event will not include any inflatable rides, rock-walls, or large-scale activities; and

WHEREAS, FIT anticipates attracting a total of 1,500 students to the event throughout the day, with likely no more than 500 present at any given time; and

WHEREAS, The Applicant proposes to begin set-up for the event at 10am, and expects to complete all event break-down and cleanup by 8:30pm; and

WHEREAS, The Applicant requests an extension of the regular street closure of West 27th Street between 7th Avenue and 8th Avenues on Monday August 22, 2016 from 7:00pm to 8:30pm to allow adequate time to break-down the event; and

WHEREAS, No members of the public objected to the proposed street closure; and

WHEREAS, The proposed event would not be open to the public and therefore is classified officially as a Special Event rather than a Block Party; and

WHEREAS, This closed event would not violate Community Board Five's moratorium on new street fairs; therefore be it

RESOLVED, Community Board Five recommends approval of FIT's Application for a permit for a campus-wide Orientation Event on Monday, August 22, 2016 from 7:00am to 8:30pm.
