Newsstand Application # 1450169, NWC East 26th Street and Madison Avenue

At the regularly scheduled monthly meeting of Community Board Five on Thursday, December 13, 2012, the Board passed the following resolution by a vote of 35 in favor; 0 opposed; 1 abstaining.

WHEREAS, The applicant seeks a permit to install and operate a newsstand on N/W/C East  26th Street and Madison Avenue; and

WHEREAS, A newsstand application for this location is within Department of Consumer Affairs specifications; and

WHEREAS, The proposed newsstand location is directly across the street from the NEC of Madison Square Park; and

WHEREAS, The proposed site is heavily congested with pedestrian traffic during weekdays; and

WHEREAS, The proposed newsstand would negatively impact pedestrian traffic by creating further congestion, thus creating an unsafe condition; and

WHEREAS, The area around this location is particularly congested during times when special events are held in and around neighboring Madison Square Park; and

WHEREAS, Large events, such as Big Apple BBQ and Post-Parade events, particularly impact this specific corner during their hours of operation with extremely high pedestrian volume; and

WHEREAS, The area is already adequately served by existing newsstands and news vendors in the area, including a newsstand SEC of 28th Street and Madison Avenue; therefore be it

RESOLVED, Community Board Five recommends denial of the application to install a newsstand on N/W/C East 26th Street and Madison Avenue; and be it further

RESOLVED, Community Board Five urges DOT to proceed with pedestrian counts at this location during rush hour (7 AM - 9 AM and 3 PM – 6 PM) on a weekday.
